ROLE OF THE JOB
We are seeking an enthusiastic, skilled and dedicated individual looking to develop their career as a Definitive Map Modification Officer. The successful applicant will join a busy and conscientious team, and will contribute to the provision of a high quality, comprehensive service, undertaking the legal, procedural and administrative aspects associated with the continuous review of the Definitive Map and Statement of Public Rights of Way. We are looking for a dynamic individual who is passionate about the continuous improvement and reliable delivery of local services.

The Role
We are looking for an enthusiastic person, who is passionate about the continuous improvement and reliable delivery of local services. You will undertake activities necessary to secure the continuous review of the Definitive Map and Statement of Public rights of Way and the legal status of the highway network under the provisions of the Wildlife and Countryside Act 1981 & Highways Act 1980 . This includes undertaking research, investigations, preparing reports to the Rights of Way Committee relating to proposals to modify the Definitive Map and Statement, site visits, client or case assessments and the drafting of Definitive Map Modification Orders.
You will also actively participate in the development of policies and procedures in relation to the Definitive Map of Public Rights of Way in order to reflect new legislation and/or to improve service delivery and ensure that all relevant information is available in suitable formats, adequate for professional and public use e.g. statutory records, public registers, datasets, guidance notes, the Council’s relevant web pages.
The Service
Highways and Transport is responsible for the provision of three key functions across Northumberland. We manage, maintain and improve the highway and transport network, to make sure that everyone can travel safely and without significant delay or disruption on our roads, footways and cycleways throughout the year. Alongside this we arrange home to school transport and procure supported public transport services. We also provide the Lead Local Flood Authority and Coastal Protection Authority roles.
We manage an investment of over £25m per year in highway maintenance and improvement schemes through the Local Transport Plan capital programme.
Based within Highways and Transport Service in the Place and Regeneration Directorate, the Infrastructure Records Team contribute to the provision of a high-quality service to ensures the delivery of comprehensive legal, procedural and administrative aspects of both the Definitive Map and Statement of Public Rights of Way and the List of Highways Maintainable at Public Expense (List of Streets).
It organises procedural and legal services which directly impact upon landowners, user groups, solicitors, search companies and the general public. Commenting upon and helping to resolve contentious client issues.
REQUIREMENTS OF THE JOB
- BTEC Higher National Certificate/Diploma or equivalent standard of general education, equivalent to level 4/5 in the National Qualification Framework in a Countryside, Legal, Land Management, or other relevant discipline.
- Knowledge of the legal and procedural issues relating to Definitive Map and Statement of Public Rights of Way.
- Ability to follow processes, work under pressure to meet deadlines and prioritise own workload.
- Must hold a full British or EC driving licence.
The Job is based in County Hall, Morpeth but you may be required to travel around the county.
