The Warmer Homes Contract Manager will provide advisory, management and coordination to the Retrofit Coordinators and Retrofit Designers who will be managing and coordinating domestic retrofit projects within Northumberland, in accordance with PAS2035:2019. Northumberland County Council is currently delivering the Government funded Home Upgrade Grant Phase 2 (HUG2) scheme which ends in April 2025.
The Warmer Homes Contract Manager will be managing our in-house retrofit team which includes a retrofit co-ordinator, retrofit designer, 2 retrofit assessors and 2 community retrofit advisers. The role also involves working closely with our procured delivery partners which includes installers, managing agents and retrofit co-ordination services.
Delivering Sustainable Homes
Northumberland County Council declared a Climate Emergency in 2019. Since then, we have been busy identifying and delivering projects that attract investment to the county, create new jobs for the green economy and reduce our carbon footprint.
We have set out details of the projects we need to deliver in the next two years and a route to achieving net zero by 2030 in our most recent Climate Change Action Plan (www.northumberland.gov.uk/climateactionplan).
We are seeking people to help with one of Northumberland's main challenges to reaching net-zero, domestic heating, and energy. To deliver our climate plan we have set up ‘Warmer Homes’ which is Northumberland County Council’s new in-house delivery scheme for the delivery of government funding, for the retrofit of domestic dwellings.
Warmer Homes will help make homes in Northumberland more energy efficient, with funding available for eligible residents living off the gas grid. The warmer homes team will have until 2025 to deliver energy efficiency improvements on at least 600 homes in the region which is the target for HUG2.
This team will work directly with residents and delivery partners to design and deliver changes that will make a real difference at the front line of climate change, while also bringing direct benefits to local people by providing warmer homes. Individuals interested in this role must always put the needs of our residents first, providing appropriate care and consideration in every case.
We are looking for people who are great communicators and passionate about delivering net zero but are also detail focused and realistic about the challenges we face in reaching our ambitious targets.
It is important that the contract manager understands the requirements of the publicly available specifications with regard to Government funded retrofit schemes (PAS2035). While an already PAS2035 qualified applicant would be ideal, the council welcomes applications from engaged, knowledgeable and focused individuals and can support the achievement of qualifications where necessary.

The role is based at County Hall, Morpeth, however there is an expectation to work away from the normal office location when required. Hybrid working from home will be considered.

ROLE OF THE JOB
-Lead and manage a team of professionals providing direction, technical guidance and coordination of workloads, support and guidance dealing with recruitment, motivation, training, welfare, performance management and discipline issues as appropriate.
-Have overall responsibility for the management and coordination of domestic retrofit projects within Northumberland from inception to completion to ensure compliance with PAS2035:2019.
-Support other service Managers to inform future investment programmes and ensure effective preparation of Northumberland County Council Retrofit programmes to maintain properties to an agreed standard and within agreed funding levels.

REQUIREMENTS OF THE JOB
-The candidate will hold a first degree or equivalent in a Built Environment or Management Subject.
-Requirement to work towards Level 5 Diploma in Retrofit Coordination and Risk Management
-Have a minimum of 3 years of experience working on retrofit, energy efficiency projects or similar.
-You will need to prove your right to work in the UK to NCC before you start working for us.
-Valid UK driving licence.
