Role of the Job 
This is an exciting opportunity to play a key role in Northumberland to support the council's town regeneration programme. As a Senior Programme Officer (Town Regeneration) you will play a leading role in supporting the development of major funded programmes across the county.  This includes the £30m Ashington Regenertation Programme, the Borderlands Place Programme which provides up to £21m for improvements in seven towns across the county and other significant activities to improve town centres across the area. 
 
As a member of the Economic Growth and Regeneration Team, you will contribute to the development and of town place programme and plans taking the lead on project development and delivery tasks.  You will also inform wider policy development in relation to town regeneration, particularly in terms of land use planning and economic growth. You will work with partners, both internal and external, to attract funding for town regeneration projects and the town regeneration elements of more broadly based initiatives.  You will have strong communication and engagement skills and be working with Place Partnerships on a regular basis liaising with local leaders from the public, private and community sectors. 
 
You will require the ability to work with a degree of autonomy and initiative and will have experience in developing policies and projects related to town or other regeneration initiatives. You will have experience in developing bids for funding town regeneration projects and direct financial management experience involving large scale public/private funded programmes or schemes. 
 
You will work with senior leaders in the Place and Regeneration Directorate, contribute to strategic reports to the NCC Programme Board, and its support structures.  You will be part of a service of over 50 people delivering major change and improvements across Northumberland. 
 
We are therefore seeking an enthusiastic and driven professional with experience in the development and delivery of town regeneration projects from initiation through to successful completion. This will include supporting programme, project and business case development, contract and financial management; comms and engagement, reporting, monitoring and evaluation; procurement, legal and financial/funding compliance.

The post is based in County Hall in Morpeth, but we operate flexible working arrangements, including some home working. 
Salary Band 8 - £37,336 - £41,418

Requirements of the Role
The successful candidate will: 
  
  • Demonstrate knowledge of relevant legislation, policies, practices and procedures in relation to the specialist area of town regeneration. 
  • Have a good understanding of regeneration issues.   
  • Demonstrate a good understanding of wider related policies, especially in land use planning and economic growth. 
  • Have a good understanding of Public Sector Funding sources. 
  • Have significant experience in developing policies and projects related to town or other regeneration initiatives. 
  • Have a valid UK driving license
