ROLE OF THE JOB

The Borderlands Performance and Assurance Officer will be a crucial element of the Borderlands team. We are a small, high-profile team working across the south of Scotland and north of England delivering over £452m of investment through our cross-border Borderlands Inclusive Growth Deal. This is a chance to be part of something unique which will make a different to the lives of the over one million people living across our area. 

In this role you will take the lead on managing the performance reporting for the Deal and wider Partnership activity with colleagues in the two accountable bodies (Northumberland County Council and Dumfries and Galloway Council). You will provide assurance on the robustness and accuracy of our quarterly returns and annual forecasts. As such in this role you will also oversee the claims process and our reporting to the UK Government and Scottish Government on all elements of our Deal. This will include oversight of our electronic records (Hanlon) ensuring these are maintained up to date and that the information added is appropriate robust and evidenced.

The role will suit someone with a strong eye for detail, strong qualitative and quantitative skills, practical experience of integrating and presenting digital record keeping and who is able to build strong relationship with and outside of the team. As part of a small team with a clear economic development focus ideally you will also be flexible and have an understanding of the key principles of, and practical challenges in, economic development projects. On a quarterly basis you will work with the Senior Projects and Programmes Officers and others in the team to collate and review claims information and prepare the returns for UK Government and Scottish Government with colleagues from the accountable body. This will involve acting as a critical friend on the returns.

Through our Deal you will be working on both large capital projects of up to £50m as well as smaller community-led projects across our four themes giving a breadth of work across rural development, skills, energy, digital, place, natural capital, and destination attraction and with a range of public, private and voluntary sector organisations.

We work across an areas covering 10% of the UK and are therefore have a hybrid working model. You have the opportunity to work from home, with travel to projects and meetings but will also be allocated the nearest partnership Council headquarters (Carlisle, Dumfries, Kendal, Newton St Boswell and Morpeth) as a base where you are also able to work from.

The role is being offered as a full time, permanent basis with a salary of £42,403 - £46,464 and secondments would be welcome.

REQUIREMENTS OF THE JOB

  • Experience of good record keeping and assurance through the review of claims and performance information within a public funding context. 
  • Ability to present complex qualitative and quantitative information in a clear, concise and understandable way to a variety of audiences including the UK Government and Scottish Government. 
  • An understanding of practical project delivery and issues which can impact on delivery of economic development activity. 
  • The ability to attend meetings across the Borderlands areas, for example a full valid UK driving licence.
